Ah, here's the misunderstanding. This is not a choice of "localconfig or 
checksetup" - I agree that getting people to edit checksetup is bad. But 
I think editing localconfig isn't much better. I think new bug fields 
could be defined using the Web UI, because there's no reason for them 
not to be. checksetup never needs to know about them, except in the most 
general terms.
