fine whine - input needed

All:

   The whining system is seriously in need of a rewrite.  I have an 
initial cut of a new version (fine_whine.pl) at
http://bugzilla.mozilla.org/show_bug.cgi?id=185090 that sends formatted 
whines and moves most decisions to a template.

   Before embarking on a full rewrite, how do we want whining to work?   
Should users have prefs for whining?  Should the same whining cron be 
able to send differrent reports weekly and daily?   Should watchers get 
whinemail?

   Please comment here or in that bug.
