Because the docs directory from source is checked out directly into its 
location in the webtree within the document root of the main website.

I think we can make this whole problem go away if we fix the build 
system to work like mozilla.com does (where there's a src directory with 
our templates in it, and they get compiled into the destination 
directory by the build script, where the destination directory is a 
symlink to the real docroot.

Should we change the CVS repository location?  Right now we're using a 
directory that's supposed to be 
http://www.mozilla.org/projects/bugzilla/ and shoehorning it into a 
separate website.  Perhaps it's time to move to a top-level bugzilla-org 
CVSROOT.
