Is it imperative that it be in the cc: field? And if so, why?

It sounds like this is something that would fit really well on one of the
existing text lines -- either URL or Status Whiteboard. If you don't use
either of those fields (we don't, locally) then just edit the template for
that field to read 'Notification on complete:' (or whatever), update your
internal documentation (so you have a record of why the 'bug_file_loc' field
now contains e-mails) and just start using it.

Perhaps not quite as elegant, but a *whole* lot less work, and a lot easier
to maintain over an upgrade (which is becoming increasingly important to me,
as Bugzilla moves to more timely releases).

(If it just *has* to be the cc: field or nothing, then sorry but I can't
help you much... I try and stay away from that section as much as possible.)
