Because Bugzilla needs to retain focus. We don't incorporate an SCM, we 
support efforts to integrate with one. The same should be true of 
project management tools IMO. We don't want to compete with e.g. 
Microsoft Project, so we should integrate with it, not duplicate some of 
its features.
