Actually, Bugzilla is Open Source free-software under the Mozilla Public
License (mozilla.org/MPL). As a result, you are free to do a wide variety of
things including post it on the web at no charge. You are free to make any
modifications to the software as well. Of course, if you think your changes
would be helpful to the Bugzilla community at large, we would appreciate a
patch, but it is by no means required.

Of more information on Free Software, you may want to look at gnu.org and
opensource.org.
