The problem is, the patch for the first part will most likely involve
templates... and if we check in the first part without the other two, email
notifications will be broken on the tip for a bit, unless we do some weird
hack to not "turn on" the new code until parts 2 and 3 go in... in which
case... why did we push part 1 in in such a hurry?
